Pressurized Irrigation
The community pressurized irrigation system is normally in operation from mid-April through mid-October. The system is run and supported by the City of Kuna. Water from snowfall and runoff is collected in a series of reservoirs and using a network of miles of canals, the water is distributed throughout the Treasure Valley supporting residential, agricultural, and industrial facilities. The water supply is finite, and supplies are determined by the annual snowpack and runoff from the mountains that is captured in the reservoirs. The Treasure Valley and most of the State of Idaho is a high desert region and the success of the millions of acres of productive farmland is linked to the successful design and engineering of the water distribution system that has been developed and refined for well over the last several hundred years. The water use, and availability is controlled by the Idaho Department of Water Resources.
When water is delivered via the canal system, the City of Kuna runs a system of pumping facilities that pumps the water from the canals into a network the irrigation pipes to deliver the water to the pressurized irrigation facilities in each community. The irrigation system that waters the common areas are maintained by the vendors contracted by the HOA. Private home sites are the responsibility of the homeowner. If there is a malfunction of the irrigation equipment in a common area, please report it to Star Property Management at (208) 286-9666. Please provide detailed information on the nature of the issue and the location of the concern so that the repair technicians can effectively find and repair the problem. Star Property's office is open Monday through Thursday from 9:00 AM to 5:00 PM (closed on Fridays). On holidays and off hours an emergency phone line (208) 695-1972 should be used to leave a detailed message along with your phone number to allow us to return your call, should more information be needed. The City of Kuna Water Dept. also operates similar emergency contact operations when problems involving pumping facilities and mainlines are involved. The city manages the billing process for the pressurized irrigation water, and online payments are available through the city online payment portal.
Street Light Repairs:
The City of Kuna manages the maintenance and repair of the streetlights in the community. Repair requests can be made by phone or by using the City's website. Each street light pole bears an identifying serial number that facilitates locating the streetlight that requires servicing. Please provide this number when requesting repairs. The City's website domain is www.kunacity.id.gov and has links to most of the city service departments.
Street Parking:
Street parking is controlled by the City of Kuna Police Department. As part of the approval process, the County requires that the development company deed any roadways intended to be public roads, over to the highway district. As such the streets and parking regulations are monitored and enforced by the local police agency. Any vehicle parked on the streets must be currently registered with the DMV. In addition, any vehicle must be operational and parked in compliance with all local parking regulations, including but not limited to the following: parked in the proper direction, allowable distance from the curb, and not blocking fire hydrants, crosswalks, mailboxes, or driveway access. Vehicles may be parked for a duration not to exceed 72 hours, unless moved by the end of that cycle. This regulation also includes recreational vehicles and trailers that are attached to a vehicle. Under no circumstances can an RV, whether parked on the street, driveway or on private property, be used as a domicile for individuals. Trailers that are not attached to a vehicle may park on the street for a maximum of 2 hours and if parked on private property within the community, must be screened from view by a 6 ft fence or parked within a garage. Monitoring compliance is difficult as when inspections are done, what is seen is a snapshot in time. Residents can file a complaint with the Kuna Police Dept. or use the online complaint portal. Complaints filed are kept confidential.
Trash Collection:
The CC&R's require that trashcans be stored "Out of Sight". Unfortunately, many homeowners find it convenient to store their trash totes and other miscellaneous items in front of their garage door. This practice does not conform to the requirements and is not allowed. Trash totes are to be placed at the curb for pickup on the evening prior to pick up day and they need to be stored out of sight by the end of trash day. Billing for trash collection provided by J&M Sanitation is managed by the City of Kuna and payments can be made through the City's online system.
Architectural Control:
The CC&R's for the Pioneer Estates Community require that any exterior changes to a property must be submitted for review and approval prior to any work being initiated. The process entails completion and submission of an "Architectural Review Request" form which can be found in the document section. Once submitted, the members of the Pioneer Estates HOA Board of Directors will review the request. To expedite the process any information, literature, photos, or sales brochure that may be available should be included to enhance the understanding of your request. Information on how to submit the request is printed on the form. If your request involves paint or roofing colors, they are best submitted by providing the manufacture’s name, color name and number, as an example: Sherwin Williams, Patriotic Red #SW1234. This allows the reviewers to access the company's website and review your selections without any potential for color distortion created by the internet. Please allow ample time when submitting your requests. The Board has up to 30 days to respond to a request, but the process rarely takes that long.

Digline:
Digline is a free service that is available to all property owners which provides the location of utility services on your property. Their services should be used prior to performing any digging or trenching on your property so as not to unintentionally damage an underground utility line or pipe. Many properties have recorded utility easements on them that owners may not be aware of and any digging which would include tree planting or fence installations could damage these underground utility services. Should you perform any digging or excavation work on your property and unknowingly cause damage to any public utility service, you may be held responsible for the cost of any repairs.
